About the Presenter
Stephen Lockwood is a senior engineer and president of Hatfield & Dawson Consulting Engineers, with more than 40 years of experience in the field of broadcasting and telecommunications engineering. He is a Registered Professional Electrical (P.E.) Engineer in Washington, Alaska, and Wyoming and holds a BS in Electrical Engineering and BS in Engineering Physics from Oklahoma Christian University. He is a Senior Member of IEEE and Broadcast Technology Society elected AdCom Member, Member and past president of the Association of Federal Communications Consulting Engineers (AFCCE) and is a Member of Project Management Institute where is certified as a Project Management Professional (PMP). He is a Member of SBE where he holds the certification of Certified Professional Broadcast Engineer (CPBE) and AM Directional Specialist (AMD) and holds Amateur Radio Operator License K7SSL.
Tribal Association Files Objection to 89.9 NCE App
The Southern California Tribal Chairmen’s Association (SCTCA) filed an Informal Objection with the FCC against the non-commercial application filed by the Center for Economic Justice (CEJ) for 89.9 MHz at Warner Springs, north of Romona. In the filing, SCTCA claims that CEJ…
- is not a valid non-commercial entity under California state law
- misidentifies the transmitter site
- is not an established local applicant
- technical representatives are linked to a prior canceled NCE license (DKUMI) for Ramona, the permittee of which had an unresolved character issue
- and the application has a “myriad of errors.”
SCTCA had filed its own application for the same NCE channel, so is considered to be a mutually exclusive applicant for 89.9 MHz covering the region of San Diego County near Warner Springs. At this stage, typically the competing applicant, CEJ, would respond to the objection to help the FCC decide on the merits of the two applicants toward awarding a construction permit for the new FM station.

I think most of you would agree that with all the technology we come in contact with daily, we could collectively do a better job of alerting each other of imminent dangers and solutions to those dangers. Fred Baumgartner retired this month from his job as Director of Sinclair Broadcast’s ONE Media NextGen TV Implementation that started in 2017. He’s been a long-time SBE leader within the SBE community associated with educational projects like the annual SBE learning sessions at the NAB Show in Las Vegas. In San Diego, he helped lead the Qualcomm MediaFLO experiment from 2005–2010.
Phil Wells Passes Away
Past San Diego engineer Phil Wells, 66, died quietly on December 21, 2021, of cancer at the UCSD Thornton Hospital. He is survived by his wife, Carol Hyne, stepdaughter Kat, and sister Janet Brandt.
KSDS Responds to Halloran License Renewal Objection
KSDS (FM) San Diego filed an informal Opposition to Informal Objection pleading with the FCC on December 13, 2021 in favor of renewing the station’s license. The filing was made to counter an Informal Objection filed by attorney Dan Alpert, representing Friends of San Diego Public Radio, against renewing the San Diego Community College District radio station license. The original pleading appears to represent the opinions of a single person, San Diego radio personality, consultant, and program director Mike Halloran.
