Adopts New 2 GHz ENG Band Plan

Representatives of all local TV stations and Howard Fine of the Southern California Frequency Coordinating Committee met July 26, 1999 and worked out a new Home Channel Plan for the San Diego area based on a similar plan for Los Angeles. The plan was considered in light of news broadcasts by KSWB coming up soon. Here are highlights of the meeting minutes taken by Richard Large:
The first topic of business was ENG channel assignments. KSWB has requested ENG channel 6. After some discussion by parties present, it was concluded that a new Home Channel Plan must be created that will accommodate all parties. Each of the current users selected a channel as their primary channel and KSWB selected ch 3; (channel assignments will be listed later). Discussion was presented as to changing affiliated stations over to match L.A.s channel plan; that was rejected.
KBNT's representative Jose Sevilla indicated they would be filing for a 2 Ghz license in 2000. The decision was to deal with their channel assignment later. XETV representatives Steve Rosen and Bob Anderson indicated they will be using common carrier channels in the 6 ghz band for ENG frequencies.
Howard Fine discussed how the Los Angeles stations Home Channel Plan works:

Each station is assigned a single channel.

The highest audio subcarrier used is 5.8 mhz.

Single channel filters are installed at the receive sites.

Circular polarized dishes are utilized.

Transmitter deviation is narrowed to 4.0 Mhz.

All microwave shots come up on lower power first.

Coordination is done between stations if additional channels are needed.
The San Diego Home Channel Plan will tentatively go into effect September 1st, 1999. Each station will be working on a plan to meet the above criteria. A test of ENG equipment, by all users, will be scheduled before final implementation. Oscar Medina will set-up an SDFCC subscribers list so that all users can quickly e-mail each other.
Some stations have sent copies for their current Part 74 licenses to Richard Large so that he can update the database. Those stations that have not done so, please do.
The NFL is looking to the SBE to help coordinate frequencies this fall. John Weigand asked for volunteers. The NFL will pay $150 per event. No one volunteered at this meeting.
